John Shaw and others moved a sawmill from Stayton to this place in 1887. The following year, a post office with the name Mill City was established.

The Rev. Father Adelhelm Odermatt named the community in 1883 as a compliment to Engelberg, Switzerland. A post office with the name of Roy had been established a year earlier. The city incorporated on April 3, 1893.

The origin of the name Salem is debated, some claiming it is named after a Massachusetts town and others from the anglicized form of the Hebrew word for peace, shalom. Its first post office was established Nov. 8, 1849. The state capitol has been located in Salem continuously since 1855.

Robert Hall Scott and Thomas Scott had a flour mill and a sawmill here, with the settlement gaining the name Scotts Mills about 1866. The post office was established Nov. 1, 1887.

This community is named after Henry L. Turner, a resident who platted the area in 1871. The post office was established on July 18, 1871. The city was incorporated in 1905.

J.A. Settlemeier platted the area in 1871. It earned the name about a decade later when a brush fire got out of hand and burned standing timber at the site. The community's first post office was established Dec. 28, 1871.
